The Finance and Budget Committee of RK Senate held a visiting meeting in Uralsk with participation of government officials, representatives of NEPK «Union» Atameken «and entrepreneurs of the West Kazakhstan oblast. The participants discussed the issues of doing business in the conditions of the Customs Union and Common Economic Space.
Welcoming the guests, the oblast governor Nurlan Nogayev noted that the region maintains positive dynamic of development, largely due to its favorable geographical position. The proximity of five Russian provinces helps increase the potential of cross-border cooperation.
Measures of state support also positively affect and enhance business initiatives. Huge market of the Customs Union has become a catalyst for the modernization of production and improvement of product quality. At the same time this requires a lot of work and the problems’ solution. Therefore, such meetings at the «round table» are necessary. They give an opportunity of constructive dialogue, identify and remove barriers to uniformly accelerated development of integration processes.
Chairman of the Budget and Finance Committee Rashid Akhmetov stressed the importance and the need to create favorable conditions for domestic business, which, as highlighted by the President in the state of the national address in December, is a driving force of a new economic course. Customs regulation has a significant impact on the volume of trade, dynamics of formation of Common Economic Space. The objective is to track locally the performance of measures to use the potential of cooperation in the framework of the Customs Union with the highest possible efficiency.
Deputy Director of MEBP Department of Foreign Economic Affairs Uasilya Baikadamova speaking about mechanisms and benefits of Kazakhstan’s participation in the integration process said that in three years of common work they formed a unified integration block of partner countries.
Investment climate in our country has markedly improved. All this simulates creation of new businesses and joint ventures. Exchange of experience, scientific information, coordinated training and other elements of cooperation also promote stable growth of businesses. But there are still problems and both the state and businessmen are interested in their prompt solution.
According to First Deputy Chairman of NEPK «Union» Atameken» Rahim Oshakbaev, the Customs Union noticeably increased investment attractiveness of Kazakhstan, which on this indicator firmly holds the leading position among the CIS countries. Good pace of development has been observed in high-tech industries and entrepreneurial activity. However, consolidated position of the three countries to improve tax and customs administration will contribute undoubtedly to their further development.
The conference discussed such important issues as reduction of regulatory bodies, organization of joint crossing points on the border, preliminary exchange of information between the customs authorities of the contracting parties, the introduction of electronic declaration and uniform service standards for customs procedures.
The Ural businessmen spoke on the facts of double VAT taxation, delay in release of goods across the border and noted sharp rise in the cost of certificates’ registration procedures. In addition, not all of them are recognized on the territory of Russia. Not infrequently entrepreneurs are facing the problems of regional significance. For example, the LLP «Glass-service» cannot supply to the neighboring Russian region its competitive product: the roads in the Ural region are in such a condition that it is simply impossible to deliver such fragile goods to the consumer.
Summing up the meeting, Rashid Akhmetov assured that all the identified issues will be analyzed and taken into account in their further legislative work. The Customs Union has great prospects and a balanced system of interaction of business community with the public authorities and governmental agencies will help remove barriers to the development of entrepreneurship in the context of integration and Common Economic Space.
